Abstract:The overall differences of the economic development between the South and the North of China are attributed to a great extent to the imbalance development of the "enterprises of villages and towns". The growing points between the South and the North are different. In the South, there exists an advantage of historical accumulation while in the North, the enterprises' foundation of planned-economy, which served as the growing point of enterprises, is more stable than that of the South.
