| Abstract: | The countermeasures are as follows: increase the supporting degree of the government through effective system arrangement; regulate competition order of the market, improve various kinds of intermediary institutions and establish social supporting system for scientific and technical enterprises privately managed; establish the system of risk investment,w widen the financing channel of scientific and technical enterprises privately managed; accelerate the progress of the industrialization of research results and enhance the ability of technological innovation of scientific and technical enterprises privately managed; construct an upland of enterprise talents, better the quality of talents of scientific and technical enterprises privately managed; be clear about property right, establish modern enterprise system in sci-technical enterprises. |
