| Abstract: | The primacy of managing personnel, over other resources (such as information technology), is emphasised in this paper. Arguments are constructed from recent management literature and are used to suggest a more entrepreneurial style of management in the Irish public service, and more specifically in Irish public libraries, reflecting recent people-focused management theories. |
