Abstract:The USA social security rules contain a provision for an earnings test by which current benefits are reduced if recipients continue to work and earn more than a certain amount. The justification for this provision was that social security benefits were for workers who had retired, not for workers who were still working. Over the years, the anti-work incentives of this scheme have been recognized. As a result, legislation weakened the Retirement Earnings Test. Despite the further changes scheduled, this test remains a sore point among the elderly population. Several proposals to speed up the reforms are described and analyzed. The labor market implications of a set of related proposals are examined. Changes in benefit payments are indicated.
