| Abstract: | The reform of social security system should follow the following basic concepts: set up multinational-level social security system; levy social security tax to raise capital; establish a unified social security management organization; improve the management of social security fund; and strengthen the social security legislation. The social security system may be basically composed of three levels of social welfare, social insurance and social relief. Legislation is the basis and guarantee to the implementation of social security. |
