| Abstract: | The growth rate of expenditure on social security is mainly decided by the growth rate of national income and national income and national economy, but its growth can not surpass the growth of the national economy. We should keep a moderate level of social security, which suits the basic functions of social security. The basic functions include the following: ensuring social stability while promoting economic development; being conducive both to social fairness and efficiency-raising; guaranteeing citizens' life and at the same time arousing their enthusiasm; raising citizens' quality and also promoting social progress. |
