| Abstract: | The overall idea of Shanghai on establishing and perfecting the mechanism for aiding the poor and people in danger or difficulty can be generalized as "being promoted by the government, civil administration's playing a leading role, social participation, comprehensive coordination and forming a common effort". The concrete measures include the following: making significant adjustment and breakthroughs in the administrative organs, increasing full-time managerial personnel and strengthening the building of contingent, accelerating legal construction and perfecting the legal system, improving various related systems to form a restraint mechanism, forming a special mechanism of social relief and donation for more energy of aiding the people in danger or difficulty. |
