| Abstract: | The present social security system can not satisfy the need of reforms of enterprises in many aspects, such as making reorganization and diverting the surplus workers, changing the system and lightening the burden of enterprises, allowing the loss-making enterprises to declare bankruptcy and arranging for the placement of laid-off workers. This is attributed to being relatively backward in the reform of social security management system. Therefore, a perfect and multi-level social security system should be established. The key to it is to establish a unified social security management and supervision system separating the functions of institutions in charge of revenue, expenditure and management. |
