| Abstract: | Among the current laid-off workers in China, there exists an obvious phenomenon of unemployment while waiting for an occupation. Such kind of unemployment is different from conventional unemployment. It is a special kind of unemployment caused by non-market factors. Unemployment while waiting for an occupation results from the comprehensive function of the old employment system, current income distribution policy, social security system and the of granting subsidies for laid-off workers. Therefore, we have to carry out comprehensive institutional reforms in accelerating the construction of labor market, reforming the income distribution system and deepening the reform of social security system. Only by doing so may we promote the re-employment project further ahead. |
