| Abstract: | The reform of Shenzhen Special Economic Zone has undergone three stages, that is, making a breakthrough, forming a complete system and deepening reform. During the period of reform, a unified basic insurance system has been implemented in the city's party and government organizations ,enterprises and institutions, and old-age pension insurance system improved. On the basis of continuing to deepen reform new breakthrough need to be sought. Shenzhen city should enlarge the coverage of social security and establish a multi-level social security system. Besides, it should explore the feasible way to effectively combine commercial insurance with social security, form a management company for social guarantee fund, and introduce market mechanism for orderly competition. |
