| Abstract: | The problems of German pension system due to demographic changes cannot be solved merely by changing the mode of financing. It is uncertain to what extent the pre-funded scheme would lead to increased aggregate saving. It is also doubtful whether an increase in savings would lead to a fall in interest rates, necessary for stimulating investment and economic growth. |
