Abstract: | Human capital (hereafter as: h-cap.) investments may be changed by migration btw. countries with earnings-related (here as: e-rtd.) and flat-rate (as: f-rt.) pay-as-you-go social security systems. The possibility of emigration boosts investments in h-cap. in the country with f-rt. benefits. Correspondingly, those expecting to migrate from the country with e-rtd. benefits to a country with f-rt. benefits may reduce their investment in education. Allowing for migration may generate an intertemporal Pareto-improvement with cross-border transfers etc. |
