Title:The dynamics of social assistance recipiency: Empirical evidence from Norway

Abstract:In many Western countries, there is considerable concern about long-term recipiency of social assistance (henceforth as: soc-ast). This study examines the duration of soc-ast. periods based on Norwegian administrative data from 1992 to 2002. There are used two types of analysis: 1. discrete time-event history analysis to explore the duration of soc-ast. and the likelihood of re-entries among those succeeding in exiting soc-ast., and 2. panel data methods to study the amount of money received by individuals in soc-ast. Among other results, most periods of soc-ast. are shown to be relatively short. Yet, there is variation, incl. some long-term periods, and a large proportion of those exiting soc-ast. re-enter later on. Immigrants, particularly those from African, Asian and Eastern European countries are found to receive more soc-ast. payments, and for longer periods, than people born in Norway. There is no difference btw. immigrants and people born in Norway as to the likelihood of re-entering. Moreover, it is also shown that there are many receiving universal benefits in addition to social assistance.
