Abstract:In all OECD countries, a large majority of their welfare spending is targeted to the elderly, through health care programs and public pensions. During the past decades, spending in both programs has largely increased. It is suggested that this phenomena may be due to political complementarities btw. these two transfer programs. It is shown that these two programs may coexist, because public health care may increase the political constituency in favour of social security, and vice versa etc.
