Abstract:To answer the question: "Should developing countries favour free trade arrangements?", first the traditional economic analysis of trading blocs is briefly discussed, then the historical experience of industrial and developing countries with trading blocs in the post-war period and in the 1980s is described, and likely forces behind the USA's move toward the formation of blocs are analysed. Departure from regionalism and a freer trade of developing countries is predicted. The pros and cons of a trading bloc strategy from the perspective of industrial and developing countries are discussed, policy alternatives for trade liberalization are evaluated.
