Abstract:The rationale of regional economic integration among developing countries is explained; industrialization is a primary concern of regional integration. Distribution of benefits and costs is analysed. The South African economy and South African Custom Union (SACU) is described, special provisions, revenue considerations, industrial development, changes in the economic and political environment are discussed. It is concluded that SACU is a union of unlikely partners, that represents an arrangement to accomodate the close integration that has developed in the political and economic history of the member sStates.
