Abstract:In order to minimize conflicts between environmental and trade policies the article proposes changes in the language of the Preamble of GATT, in Article I and III (non discrimination) in Article II (limitation of tariff rates), VIII (charges equal to the service rendered), X (prohibition of import and export quotas), XVIII (tariff protection), XIX (the escape clause), VI (dumping), XX (environmental exceptions). Rules of subsidies are considered the most fertile ground for adapting GATT to address environmental protection. An alternative approach would be to negotiate a new Code or Agreement.
