Abstract:The People's Republic of China was admitted to participate in the Uruguay Round, but its full membership was not realized. Legal and political issues raised by China's request to resume its membership in the GATT are identified, the "grandfather rights" issue, the use of the non-application clause, the status of Hong Kong and Macau in the GATT, Taiwan's accession to the GATT, and China's participation in Pacific institutional arrangements is discussed. Although both China and the contracting parties take a flexible and constructive approach to solve their differences, more efforts need to be made in order to reach the objectives.
