Abstract: | Some policy implications of two bodies of literature in recent economics are explored - "new" or "strategic" trade theory" and what will be called the "new development consensus". The latter holds that trade and industry development policies which are outwardly oriented are superior to those which are inwardly oriented (e.g. traditional protection). In the context of gradual trade liberalisation, the case for compensatory export assistance to alleviate the inward orientation of traditional protection is reviewed. In addition to this, an introductory sketch of the economics of a curiously neglected instrument for ameliorating some of the worst features of traditional protection is offered. |
