| Abstract: | According to the anticipation of the development trend of dual structure in the year 2000 in China and to the analysis of contradiction of promotion of the industrialization process under the context of strengthened dual structure, the paper puts forward the proposal and relevant policies of the industrialization strategy of "model of separation of two levels", that is through the guidance of administrative means and economic policies of the government. The production ability of traditional light industries and the market will be diverted to the countryside and urban, and rural industrial development is divided into two levels: urban industry will gradually step on to an advanced road while in rural areas light and textile industries of labour- intensive-type will be developed as the primary stage of industrialization. |
