| Abstract: | Main reasons for developmental procrastination of China's Old Industrial Bases are: 1) industrial structure becomes old; 2) stress point of state investment shifts eastward and irrational layout of old industrial bases themselves; 3) the modification of benefit relations in the course of economic restructuring reform; 4) the structures of enterprises and their organizations become old. The revitalization of old industrial bases depends on the macro-policy of state and the improvement of structural environment and the efforts of the old bases themselves. But the key factor is the collection of funds. |
