| Abstract: | The basic point of the base construction of Pudong New Area is stretches of development. It is the way for Pudong New Area to gather wealth and prosper industries and the city, depending on land. To this end, it makes plan on stretches of development, implements it step by step and adopts some innovative methods to solve the problems of funds for starting development and rural land to be taken over for urban construction. The rising of base is attributed to the high centralism in the superiority sections of the area, the government's superiority, construction of infrastructure facilities and inviting outside investment. As a result, land, housing, commercial and financial sources are all gathered so that the development of key districts are promoted on a scale. |
