Abstract:The economy of Shanghai developed fastest during the "Eighth five-year Plan" period. In the 5 years it maintained sustained, rapid and healthy development. Its GNP saw an average annual growth rate of 13.1% while its total industrial output value witnessed an average annual growth rate of 17.6%. But in the course of economic development, there still exist many problems. The outstanding one is the sliding industrial economic returns of the state-owned and collectively-run industrial enterprises in particular. They are attributed to the macro economic environment tending to be tight, a lack of innovative mechanism of enterprises and irrational economic system.
