| Abstract: | The development of non-state-owned industrial sector in Shaanxi province is behind the development of such a sector in the whole country and the provinces in the southeast coastal areas. And there is wider gap in the level of development between them. Its main barriers lie in the inertial restriction of economic system and the problems in non-state-owned industrial sector itself. The yoke of the above two factors decides the following: The development of non-state-owned industrial sector is both an issue of system reform and an issue of economic construction and development .It is also both an issue of supply of the new system and an issue of accelerating the reform and development of the internal business mechanism. |
