| Abstract: | There exist several problems in the national economy, such as backward infrastructure, slow progress in technology, unreasonable organizational structure of enterprises and similar trend in regional industrial structure. Therefore, the industrial structure must be adjusted and upgraded. It is of vital importance to realize the adjustment and upgrading of the industrial structure. However, there are many difficulties. Besides dealing correctly with the relationship between "upgrading" and "making up deficiencies" and choosing key industries scientifically, We have to establish the guarantee mechanism for adjustment and upgrading of industrial structure. The reform of ownership is one key point of in establishing the guarantee mechanism of adjustment and upgrading of industrial structure. |
