| Abstract: | Since the 1970's, great changes have taken place in the world economy. These changes haven't altered the law that in the field of manufacture, heavy manufacturing industry grows faster than light manufacturing industry. These changes have formed new fundamental growth points of manufacturing worldwide and have provided new proofs for the multiplication of industrial patterns. China is a large developing country. It's the central government's persistent industrial policy to attach importance to the development of heavy manufacturing industry. Local government's industrial policies should favour those manufacturing lines which possess advantages in local areas. |
