| Abstract: | Transfer from depending on government-drive to depending on market mechanism; from resources-orientation strategy to market-orientation strategy; from concentrating on comparative preponderance of regions to cultivating competitive preponderance of enterprises. In terms of policies, it is suggested that set up policy system to classified control middle and western regions of China. Implement luring investment policy characterized providing subsidies to the enterprises if they invest. Exploit industrial investment channels and financing resources for middle and western regions. Consummate policies on encouraging foreign investments to middle and western regions. Provide policy support to structural adjustment of those areas. |
