Abstract:Initially conceived some six months after the 1917 October revolution, the economic concessions policy of Lenin's regime was promoted as a means to terminate foreign military intervention in Russia, pay for imports and, under close state regulation, attract foreign loans, investment and technology for postwar Soviet economic reconstruction and development. On offer were concessions for such diverse enterprises as timber, gold and oil extraction, metal-working, railway construction and fertilizer production.
