Abstract:This article takes a historical point of view to investigating the motivations and means for pursuing industrial symbiosis. The analysis also takes into account industrial by-products and physical exchanges such as exchanges of water, materials and energy. The paper analyses fifteen proposed projects by the U.S. President's Council on Sustainable Development, and contrasts them with twelve other projects. The results of the study reveal that finding existing interfirm symbioses in fact contributes to more sustainable industrial development than building new eco-industrial parks involving physical exchange. The article emphasizes the current need to recognize those symbiotic exchanges that already exist.
