Abstract:The events on the 1986 Uruguay GATT talks are described. The request of the Soviet Union's for observer status and later full membership was rejected. Reasons are analyzed. The issue of Soviet accession to GATT is examined. An overview is presented of the nonmarket economic and trade system. The GATT principles in the context of the accession of nonmarket-economy countries are described. The experiences of GATT member socialist countries in the accession process are discussed. A short overview is presented about the Soviet economy. Areas of reform needed for Soviet accession are identified. The importance of decentralization and free market forces stressed.
