| Abstract: | The question of the scope of the competence of GATT is raised. Debates about the issue are discussed together with proposals. The controversial nature of the debates are highlighted. The basic provision setting out the competence of the Contracting Parties is analyzed in detail. Categories of Gatt competences are listed. Decisions and practices of the Contracting Parties relating to their competences are discussed. Historic and legal background of regulatory, deliberative, legislative and external competences are outlined. Procedures for the settlement of disputes are analyzed. |
