Abstract:During the first ten years of European Economic Community (EEC) antidumping enforcement relatively few cases were brought and virtually all were settled in the form if price revision undertakings. Later the number of cases increased. Anti-Dumping proceedings are currently used to pressure governments of third countries to adopt measures to reduce their trade surplus and to open their markets to EEC exports. The Community's administrative practice developed under the old Anti-Dumping Regulation No 2176/84 aimed at facilitating the finding of dumping and injury. The new Regulation No 2423/88 and proposed amendments to the GATT Anti- -Dumping Code aimed to combat circumvention practiced by multinational companies are discussed.
