Abstract:A historical introduction constitutes the background against which the objectives of the Southern African Customs Union (SACU) are discussed. These objectives are: creation of a common customs area; free interchange of goods and services between member countries; economic development of member countries of SACU and diversification of their economies; sharing "equitable benefits" among all members of SACU. Each of these are critically analyzed in the light of the provisions of the treaty and practice. It is argued that trade and economic dependence is ensured by SACU provisions. Modifications are proposed to lessen dependence. Institutions of the SACU are reviewed, their functioning is criticized.
