Abstract:The countries participating in the Uruguay Round negotiations on trade-related aspects of intellectual property rights disagree over the applicability of the basic principles of GATT and the intellectual property /IP/ Conventions. Objectives and approaches of GATT and IP conventions are discussed, the controversy about the "freedom of scope and level of protection" is analysed, the principles of non-reciprocity and balance of rights and obligations are contrasted. National treatment and most-favoured-nations treatment as specific application of non-discrimination as well as the issue of special and differential treatment in relations involving countries at different stages of development are considered.
