Abstract:Services constitute a large and important but sensitive component of international transactions. If GATT rules are to be applied to services, this would occasion serious infringements of the rights of some countries. "Investment" and "trade" in services are distinguished. Importance of the role of services in the development process is discussed. Proposals have been put forward at various forums to negotiate general rules and principle for trade in services; the most-favoured-nation principle and that of national treatment seriously hampers the development efforts of less developed countries (LDCs). Tokyo Round agreements in favour of LDCs and Montreal principles are discussed.
