Abstract: | In response to USA complaints about foreign unfairness the Uruguay Round was not about the exchange of concessions only but about rules applying to all parties. These sessions are conducted in the language of rules, their substance is the bargaining of one trade restriction for another. But early and successful GATT negotiations were not about rules; a country's trade restrictions were traded against another one's. Rules to implement agreed liberalization have proven useful, its reverse /"rules first"/ has not worked. |
