Abstract: | The rise of protectionism weakened the whole GATT structure, whose rules have been ignored or circumvented. Decline of GATT effectiveness in the 1980s is described, voluntary export restraints, bilateral and multilateral agreements limiting imports are discussed. Two general types of recommendations have been made: 1. GATT rules should be better defined and a more powerful mechanism for dispute settlement should be provided. 2. As cumulative violations of free-trade values could ultimately lead to a breakdown in the international trading system, overlooking of violations and sustaining GATT framework in its present form was recommended hoping that a recovery in the economy will occur. GATT would be best served by support for the status-quo. |
