| Abstract: | The basic conception of developing the rural and township enterprises in the west is to pursue speed and profit equally, suit the measures to the local conditions, carry out stock system and introduce qualified personnel, technology, capital and scientific administration. As for the financial countermeasures, we should increase the amount of credit's input, implement inclined policy, take part in enterprise's management, and perfect the risk administration of loan. |
