Abstract:The treble economic structure with the three major systems of traditional agriculture, rural industry and modern industry coexisting is the inevitable choice of China in the transformation of its economic structure in the course of its modernization. Urbanization is the axis of the development and transformation of economic structure. So the strategic choice is to establish the rural economic development strategy with the focus of economic development, tilting to cities, and towns, to accelerate the transformation of industrial structure with forming the small industrial and trade districts in cities and towns as a turning point, to perfect the functions and framework of cities and towns, to remove the barriers between urban and rural areas, and to coordinate the shift of rural surplus labourers.
