Abstract:The deceleration of rural nonagricultural growth rate results from three main factors. 1. The sluggish market demand in recent years has reduced the development space of township enterprises. 2. Substantial increase of grain purchasing price by the government has changed the price ratio of industrial and agricultural products and postponed the non-agricultural industrialization. 3. The growth rate of the central and western part , restrained by some other kinds of resources, is not as high as that of the east. Meanwhile, it has been also restrained by human capital, technology, infrastructure, finance service and market intensity, thus affecting the speed of the rural industrialization and keeping the accession rate of the township enterprises below 4 per cent in a comparatively long period.
