Abstract:Lobbying is not a new, nor an exclusively reserved phenomenon. In Europe, it started in the 70ies due to the increased role of politics within companies, the developing public field and the growing state intervention in economic field. The development of the European Community has increased these trends. Lobbying is a special form of Public Relations, it is a process whereby a pressure group or an enterprise tries to influence the government policy. The two main phases, the direct and indirect techniques of lobbying are described. Its causes and objectives are defined, and the factors of its success are presented. The ethics of lobbying, and its future development in Europe are studied.
