Abstract:Agreements of Voluntary Export Restrictions /VERs/ are quantitative measures giving a chance of enforcing a monopolistic price policy. In many cases VERs are directed against developing countries. The question is whether and under what conditions discrimination, non-transparency and international redistribution /which are political effects of VERs/ could have positive effects. Development of non-tariff measures and VERs during the 1980s is presented, the dynamic spread of VERs is discussed, the discriminatory effect of VERs, the effect of competition, and the pressure group effect are analysed. Neither economic nor political convincing arguments are found justifying the use of VERs. Short-termness cannot be proven.
