Abstract:Since the beginning of radical reforms in 1992 much has been said about the need to attract foreign capital in various forms to solve the economic problems facing Russia. Yet according to international statistics foreign direct investment in Russia in 1992-99 amounted to 17,7 billion dollars, an insignificant sum in relation to the scale of the country's economy. In order to understand the reasons for this failure the authors shall turn to the experience of the first half of the 1920s, the period of the New Economic Policy (NEP), an integral element of which was proclaimed to be attracting foreign capital in the form of concessions. The paper considers the topic of the extremely severe economic position in 1921-22, with destruction, harvest failure and high inflation, also had it effect.
