Abstract: | The participants of the seminar consider that the incentive and restraint mechanisms for high-level managerial personnel of modern enterprises should include reward, control power, reputation or honour incentive mechanisms and the restraint mechanisms of internal supervision and supervision from market competition. To establish such mechanisms, we should solve urgently such problems as problems in concept and consciousness and in the course of concrete operation and the target positioning of state-owned enterprises and the scope of state-owned economy. The policy orientation for improving such mechanism should be "to make clear the target positioning of state-owned enterprises, classify the subjects to be inspired and restrained, stress improving market mechanism in the long run and make great efforts on reforming personnel system. |
