| Abstract: | This paper analyzes the overall features of the medium-and small-sized enterprises' financing and the sources of funds in Shanghai. It then raises the financial policy measures for the development of enterprises: 1. increasing rapidly the proportion of banks' loans given to them in order to make it suit their development, 2. opening up new channels for financing to promote the diversification of financing, 3. establishing the intermediary organs for doing pioneering SCI-tech work to facilitate the development of small high-tech enterprises, 4. strengthening management of fund use while doing well the work of fund supply, 5. forming a system integrating financing, credit guarantee and guidance. |
