| Abstract: | The process of China's modernization will certainly be a process of bringing into play greatly the role of medium-and small-sized enterprises. So to support their development is of strategic significance. They have indomitable vitality. Most shares of the newly increased GNP come from them. They also create most of job opportunities. And their development is of importance to whether the target of 8% growth rate is ensured in 1998. To promote their healthy development, this paper raises the following policy suggestions: Shifting "well managing large enterprises while adopting a flexible policy towards small ones "into" well managing large ones while promoting small ones"; implementing a policy of treating enterprises of various forms of ownership equally without discrimination; making clear the competence of medium-and small enterprises,etc. |
