Abstract:It is nearly four years since Egypt embarked on serious economic reform with the stick and carrot of debt relief to ensure the government kept its eye on the ball. In that time the centre of gravity in Arab affairs has shifted inexorably towards Cairo as regional peace, for which Egypt has worked so hard, begins to materialise. Yet movement has been painfully slow. The government argues that Egypt, an old country, must be allowed to implement reform in its own way and its own time.
