| Abstract: | A recovery which its best friends tended to call "fragile", and a delicate political situation which forced the government to back-track on its intention to increase VAT on fuel, lent uncertainty to the context in which UK retailers had to work as 1994 neared its end. While some company directors and government spokesmen claimed that a healthy recovery was well established, for many sectors this was export-led and awed little to any evidence of revival in confidence among UK consumers. |
