Abstract:This paper reports on state government appropriations to state arts agencies (SAA) which play an important role in the arts and cultural policy in the United States. Using a dynamic panel-data estimator, the fiscal, institutional, and demographic factors that affect SAA appropriations are specified. The results indicate that SAA appropriations are influenced by past appropriations, past state revenues and NEA grants, a number of demographic characteristics, party control of state government, and state budgeting rules. A large part of SAA appropriations can be accounted for income growth.
