Abstract:The authors focused on public works building in Portugal in the 1840s as a case study in order to gain a better understanding about the role of informal agreements in financing public goods. Building roads and railways was government's attempt to stimulate business and domestic production in Portugal, which was at that time economic undeveloped and peripheral European country. The paper describes the different phases of Portuguese Company of Public Works and its operational environment and historical context.
